Tyrone Johnson was a seventeen-year old who had run away from South Boston, guilt weighing heavy on his shoulders after watching his best friend get gunned down in front of him. He met Tandy Bowen, a sixteen-year old who had run away from Cleveland to get away from parents who didn't pay attention to her. They had nothing in common. But that all changed.
Taken to Ellis Island and experimented on with other teens as the mob sought a way to create a new street drug, the two survived when all others died. They had been transformed from Ty and Tandy into the superheroes Cloak and Dagger. Fast forward five years, not much has changed. Stationed in New York, the two fight the drug trade throughout the city and try to survive their often strange lives.
